Pleasure Craft, Yacht, and Boat Immigration Entry/Exit Clearance in Singapore
Singapore welcomes hundreds of visiting yachts each year, with another thousand permanent pleasure crafts, and superyachts residing in Singapore
To ensure procedures are done efficiently, all vessels are to engage an approved pleasure craft agent to handle immigration and port dues upon both arrival and departure.
Customs, Immigration, and Quarantine Procedures (CIQP) have been set up at ONE15 Marina and Raffles Marina for convenience. If boaters do not wish to use the marina CIQP, they will need to arrange with the agent or marina to be water/land transported to and from Marina South Pier, West Coast Pier or Changi Point Ferry Terminal
Entering Singapore Port
When entering Singapore Port waters you should make contact with MPA traffic control, they will give you further instructions to proceed to your intended marina.
All crew will be issued a Not To Land (NTL) notice by default, if the crew would like to go ashore they will need to apply for a Landing Pass (LP) through the agent at least 3 days prior to arriving.

For vessels not using the marina CIQP, you’ll get instruction from your agent which will normally be going to your intended marina, where they will organise transport one of the immigration piers Marina South Pier MSP, West Coast Pier WCP or Changi Point Ferry Terminal for immigration clearance. IF unable to go by sea, a land route will be subjected to a case-by-case approval from the authorities, or if the marina sought PCG’s approval on the Land Transfer Facilitation Scheme (LTFS).

Once your passports are scanned and documents verified by ICA, the crew will be issued Landing Pass. Expect this process to take an hour at the piers and 15 mins the marina CIQP
For foreign flagged boats, If you intend to stay and use your boat in Singapore port, you will need to obtain a cruising permit in order to cruise within Singapore Port waters, including moving between marinas. Singapore-flagged vessels are also considered foreign-flagged vessels. See Regulations for more information
NOTES: Your agent or marina can apply for your cruising permit, you will additionally have to take an online assessment. If, however, you are a Singapore resident you will be able to apply yourself by logging into digitPORT@SG using your SingPass
Departure Port of Singapore
Agents can apply for Port Clearance Certificate (PCC) 48 hours in advance of departure as long as they have your General Declaration Form and paid-up port dues. Your appointed Agent must organize clearance with the ICA 24 hours prior to departure.
You can choose to clear out at ONE15 Marina and Raffles Marina directly (click their link for process and fee), or all passengers (check with your agent if the signed-on crew needs to go to clearance) must make their way in a group to the suggested immigration pier, notably Marina South Pier MSP, West Coast Pier WCP or Changi Point Ferry Terminal for clearance out of Singapore, the agent will organise transport back to the boat, upon arrival you must depart Singapore directly.
Superyachts Entry / Exit Singapore
Although Singapore has a lot of yacht agents, there are only a handful of dedicated superyachts agents.
BERTHING: Most of the marinas in Singapore will have some berthing options for superyachts and, whilst most options are alongside or are on ground anchors, there are two notable superyacht berths for vessels over 80m at the east wharf of Keppel Island and at the HarbourFront Cruise Centre. Both need to be booked through agents with experience in booking this type of berth.
PILOT: Superyachts over 300GT will require a pilot to board the vessel outside Eastern or Western Anchorage. For more details on pilotage, please click here.
NOTES: If you also require bunkering services, it is recommended that you conduct this at your arriving or departing ports to save on additional pilotage engagement.
