
Mandatory Maritime Health Declaration for Vessels Arriving in Singapore

The Maritime and Port Authority of Singapore (MPA), in coordination with the National Environment Agency (NEA), has issued updated health reporting requirements for vessels arriving at the Port of Singapore. As outlined in Port Marine Circular No. 06 of 2025, the Maritime Declaration of Health (MDH) must be submitted under specific conditions starting 8 May 2025, replacing the previous rules from September 2024.
When Is MDH Submission Required?
All arriving vessels must submit an MDH 12 hours before arrival if they meet any of the following criteria:
(a) The vessel has called at a port in any of the countries listed below within the past 21 days.
(b) Any crew or passengers onboard have travelled to those countries in the past 21 days.
(c) There is a person onboard suspected of having an infectious disease or if there is a deceased person onboard.
(d) There is any sick person onboard.
Required Documents
Submissions must be sent via email to Port_Health_CRO@nea.gov.sg and must include:
- The Maritime Declaration of Health (MDH) form
- Crew and passenger list
- Valid Ship Sanitation Certificate
- List of the last 10 ports of call
- List of all individuals onboard with a temperature above 37.5°C
Failure to comply may result in penalties under the Infectious Diseases (Quarantine) Regulations.
Countries Listed in Annex A
As of May 2025, the affected countries include: Angola, Bahrain, Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Congo, Côte d’Ivoire, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Iran, Jordan, Kenya, Kuwait, Lebanon, Liberia, Mali, Mauritania, Niger, Nigeria, Oman, Qatar, Saudi Arabia, Senegal, Sierra Leone, South Africa, Sudan, Togo, United Arab Emirates, Uganda, Yemen, and Zimbabwe.
